For nonprofits serving this population:
Disadvantaged children and youth and/or the elderly in Philadelphia.
Priority given to:
- Priority will be given to organizations with budgets under $1.5 million and
- Organizations offering holistic programming
Ineligible organizations/proposals under HTWM:
- Organizations that have received three (3) consecutive years of funding from HTWM
- Organizations that discriminate on the basis of race, ethnic origin, sexual or religious preference, age, disability or gender
- Organizations with budgets over $1.5 million. Organizations previously funded with budgets greater $1.5 million are eligible to apply (but their current budgets should not exceed $2.5 million.)
- Schools (including private, charter schools). Schools are eligible to apply if they meet all eligibility criteria and the programs are available to the public.
- Organizations that engage exclusively in mutual aid, cash assistance, regranting, provision of sporting equipment or relief programs (short-term emergency of crisis response)
- Requests for galas, event sponsorships and tickets for programming
- Organizations serving fewer than 30 youth or elderly individuals in a fiscal year
- Professional or social networking organizations
- Proposals requesting assistance for religious or political purposes
Note: Applications for national, state or regional organizations may be considered if they have significant and defining programs serving residents in Philadelphia County.
Common requirements for all grant applicants:
- Organizations must have 501(c)(3) status or be fiscally sponsored
- Operating budget under $1.5 million
- Priority will be given to organizations with budgets under $1.5 million
- Organizations previously funded by HTWM with budgets greater than $1.5 million are eligible to apply but their current budgets should not exceed $2.5 million
- Organizations with deficits exceeding 10% of their operating budget for two consecutive fiscal years will not be considered
- Organizations must serve Philadelphia County (Organizations operating exclusively outside Philadelphia County are not eligible to apply)
- Organization must be able to provide one year of financial data
- Organization must have at least a 2-year track record of work
- Organization must be able to demonstrate that the voice of the community served is incorporated into the program This should go beyond surveys or participant data
- Holistic programming
- Organizations with a valid Bureau of Charitable Organization Certification

Programs or General Operating Support for organizations serving disadvantaged children and youth and/or the elderly.
NOTE: Applications to support summer programs/camps should be submitted at the February 1 deadline.
Application deadline:
There are two (2) application deadlines throughout the year: February 1 and September 1.
